Decree of the Realm IX - Horsewhipping

The Executive Office of Calsahara hereby decrees that anyone standing inside the national borders of Calsahara who speaks rudely, impudently, or haughtily to the King or the Dictator for Life shall be horsewhipped.

Said horsewhipping shall occur only by the command: "I shall have you horsewhipped!" Upon the command, the offender shall be horsewhipped within a period not to exceed fifteen minutes.

If horsewhipping does not occur within the fifteen minute deadline, then the offender shall be considered pardoned and will not be horsewhipped.
